Utility Discount Program

The Utility Discount Program (UDP) offers eligible customers a 60% discount on their Seattle City Light bill and a 50% discount on their Seattle Public Utilities bill. In response to the COVID-19 Civil Emergency, a UDP (https://www.seattle.gov/humanservices/services-and-programs/affordability-and-livability/utility-discount-program) online enrollment form has been created for income-eligible customers. This allows income-eligible residential customers to access heavily discounted utilities by simply signing a short form that attests to their household income, rather than having to provide income documentation.

How it works


Step 1: Check your eligibility for UDP using the 2020 Eligibility Requirements below.

Step 2: Complete the UDP Online Enrollment Form.

Step 3: Your application will be reviewed and processed by UDP.

Step 4: If your application meets the eligibility requirements, your household will be enrolled in UDP. Please note that the discount may take up to two billing cycles to appear on your bill.

  • You are the homeowner or renter; if a landlord pays all utilities, qualifying low-income tenants may still be eligible for utility financial help.
  • You have a Seattle City Light and/or Seattle Public Utilities bill in your name.
  • Your total household income in the one-month prior to applying matches the table below:
