ORCA Opportunity

The ORCA Opportunity program distributes free, unlimited 12-month ORCA cards to high school students at Seattle Public Schools, income-qualified middle school students at Seattle Public Schools, and Seattle Promise Scholars. Cards are valid on King County Metro, King County Water Taxi, Seattle Streetcar, Sound Transit, Community Transit, Pierce Transit, Kitsap Transit, and Everett Transit.

How it works


ORCA Opportunity is available to qualifying students.

- If you are a high school student enrolled in Seattle Public Schools, no application is necessary, and you can pick up your ORCA card at the main office of your school.

- If you are a Seattle Promise Scholar, no application is necessary, and you can pick up your ORCA Card at your Bridge Program on September 11. If you miss those dates, please email ORCAOpportunity@seattle.gov.

- If you are a middle school student enrolled in Seattle Public Schools, you must be income-qualified and ineligible for transportation from Seattle Public Schools.

Students who were in the program last year do not need to complete a new application, unless you have transferred to a new school.

The City will verify that students are not eligible for transportation from Seattle Public Schools and then issue students new ORCA cards.

Students should pick up their cards in their attendance office or main office. If you did not participate last year, please submit the application posted.

How to apply


ORCA Opportunity is available to qualifying students. Every high school student enrolled at Seattle Public Schools is eligible to receive a card and do not need to apply. Seattle Promise Scholars who remain in good standing with the program will automatically receive a card during your Bridge Program and do not need to apply. Please email ORCA Opportunity with questions. For income-qualified middle school students, please use the application below.
