Free Toilet Program

Seattle Public Utilities offers free water-saving toilets for income-qualified homeowners. Installation of one new toilet and recycling of your old toilet is provided free of charge. Replacing your old toilet will save water and can save you up to $300 per year on utility bills.

How it works


Seattle Public Utilities partners with Sound Generations to deliver the program. Call Sound Generations-Minor Home Repair at (206) 448-5751. They will review your paper application to verify that you qualify or verify your enrollment with the Utility Discount Program. Once you qualify, they will then schedule an appointment to check your toilets, showerheads, and faucet aerators and install water-saving replacements as needed.

  • You have a toilet that was installed before 2004
  • Your total household income in the one-month prior to applying is less than the table below:

Stuff you'll need


Income documentation for everyone 18 years and older living in your household.

If you are enrolled in the Utility Discount Program, you do not need an application form or proof of income for this program. Your income already qualifies.
